Duties and Responsibilities
- Supports full cycle of recruiting, i.e. scheduling interviews, reviewing resumes, developing job descriptions, interviewing and reference checking, handling employment offers, draft templates and routine offer letters, conduct background check, and conducting orientation and other required trainings
- Have solid understanding of employment laws and ability to interpret and explain human resources policies, procedures, laws, standards, and regulations
- Proactively identify opportunities to improve and refine HR policies, procedures, and programs to better support employee experience and partner with leadership teams to develop and implement innovative and lasting solutions
- Resolve general employee relations issues; ensure employee inquiries are answered and/or properly routed in a timely manner
- Research, develop and implement needed forms for the various functions of human resources and maintain all employee information in paper or electronic format

Experience and Qualifications

Job Description Overview
The Behavioral Health Program Director will be responsible for program management and clinical oversight of the Community Mental Health Clinic, Reducing Asian Mental Health Disparities program, Substance Use Prevention and Treatment Program and Gambling Awareness at Midwest Asian Health Association. Under the supervision of the Executive Director, and working with clinical and program staff, the Director will manage daily operation of the mental health and substance use programs, as specified below and as assigned by the Executive Director. Tasks include but are not limited to: program management, clinical and program staff supervision, Federal, State, and City contract management, grant writing, data design and documentation, marketing, strategic plan, clinical billing and financial monitoring, and other program responsibilities.
Position Responsibilities
- Supervise staff of mental health counselors, substance use program staff, and other support staff as assigned
- Proposal writing and grant contract management to ensure program sustainability
- Maintain regular supervisory meetings to ensure implementation of standardized workflows to increase staff productivity and financial stability
- Develop and implement marketing plan, including networking with government programs, health care providers, local schools and community service providers to increase capacity of behavioral health programs
- Generate and prepare monthly reports to Executive Director to measure, analyze, and report on program and clinical progress
- Conduct ongoing performance management of staff, including probationary and annual performance evaluations
- Provide oversight of EHR (electronic health record) system, and maintain compliance with Medicaid Rule(s) 132/140 and HIPAA
- Participate in budget discussions and provides data to support budgetary decisions regarding behavioral health programs
- Perform quality control and develops and reviews policies related to program operation,
- Oversea the operation of the Substance Abuse Program in coordination with the Mental Health Program
- Maintain quality control to be in compliance with Federal, State, City, and CARF standards
- Other duties as assigned
Basic Qualifications
- Minimum of five (5) years mental health management experience in community mental health settings
- Minimum of three (3) years of clinical supervisory experience
- Master’s Degree in a mental health field such as psychology, social work, or counseling
- Grant writing experiences and fundraising skills required
Other Qualifications
- Demonstrated knowledge of CARF accreditation and QA
- Experience with electronic medical records and quality improvement control
- Direct knowledge of insurance and Medicaid billing policies, procedures, and codes (CPT, ICD-10, DMS-V); Medicaid Rule(s) 132/140; Medicaid Managed Care Organizations

MAHA is seeking two full-time bilingual ACA (Affordable Care Act) Navigators.
Duties and Responsibilities
- Conducting interviews with applicants to help determine eligibility; researching rules and regulations and explaining rights and responsibilities of clients.
- Acquiring and verifying relevant eligibility information such as residence, citizenship, family size, and income; assisting applicants in obtaining information and in resolving any discrepancies as needed.
- Determining initial and renewal eligibility for financial assistance in accordance with established policies and procedures; researching policies and rules to obtain answers to questions of applicant or client eligibility.
- Raise awareness about coverage options available under Medicaid, CHIP and the Marketplace and assist individuals in understanding and accessing affordability options.
- Establishing and maintaining effective working relationships with applicants and recipients of financial assistance, co-workers, community partners, and others to meet their needs.
- Assist with phone calls, scheduling appointments and fielding questions at regional call center.
- Provide one-on-one assistance in person and/or over the phone to facilitate enrollee’s selection of a qualified health plan. Assist families and individuals in navigating the health insurance system to find the most affordable coverage that meets their needs.
- Provide timely referrals to other resources, such as the toll-free Marketplace Call Center, or to other state or local entities that can more effectively serve that individual.
- Provide referrals to any applicable office of health insurance consumer assistance or ombudsman established under Section 2793 of the PHS Act to address consumer grievances, complaints, or questions about their health plan, coverage, or a determination as needed.

Clinical Manager/Operations Manager

Summary:
The full-time (40 hours per week) Mental Health and Health Insurance Marketplace Navigator Program Manager manages the day-to-day operational activities of MAHA’s Outpatient Community Mental Health Clinic and reports to the Project Director and Executive Director. Program Manager is responsible for the overseeing, planning, service delivery and evaluation/continuous improvement of the patient services for the outpatient clinic and providing clinical and administrative direction for licensed non-MD clinicians/providers.
Essential Duties and Responsibilities:
• Trains, supervises and evaluates staff therapists, navigators, interns, and other clinical staff members. Evaluates the professional clinical practice of staff

Program Coordinator

MAHA is seeking a program coordinator for its suburban office at: 4360 E New York St. Room# 105, Aurora, IL 60504.
Duties and Responsibilities:
- Plan and implement immunization and community health outreach and education activities and events in DuPage, Kane counties, and surrounding communities.
- Recruit program participants for education and immunization and ensure the healthcare service needs among the service population and program goals are met according to the schedule.
- Develop and maintain resources and working relationships with community partners, schools, health care providers, and other entities in the region.
- Identify community leaders to gain their input and ideas for community outreach, education, access to vaccination, and program development.
- Organize program related partnership meetings and activities, coordinate immunization events, health education workshops, and conduct outreach activities within the communities, schools, churches, and community-based organizations.

Education: Bachelor’s degree in public health or related field, Master’s degree is preferred
